The government commission for increasing the sustainability of the development of the Russian economy, chaired by First Deputy Prime Minister Andrei Belousov, approved a list of sectors of the economy that were most affected by the worsening situation due to the spread of new coronavirus infection, to provide priority targeted support.
Following consultations with the business community, the Ministry of Economic Development of Russia submitted sectors for approval by the Commission: air transportation, airport activities, road transport; culture, leisure and entertainment; fitness activities and sports; travel agencies and other organizations in the field of tourism; hotel business; catering, organizations of additional education and non-governmental educational institutions; organization of conferences and exhibitions; activities for the provision of household services to the population (repair, washing, dry cleaning, hairdressing and beauty salons).
According to the instructions of the President of Russia Vladimir Putin, the following assistance will be provided to these industries:
- six months deferred payment of all taxes (excluding VAT);
- six months postponement in the payment of insurance premiums to state extra-budgetary funds for microenterprises;
- six months postponement in loan payments to small and medium-sized enterprises;
- additional measures to ensure sustainable lending to the real sector, including state guarantees and subsidies;
- a six-month moratorium on creditors applications for companies bankruptcy and debts and fines collection from enterprises;
- postponement for federal property rental payments, available for small and medium-sized businesses;
- expanding the SMEs ability to obtain loans at a reduced rate of no more than 8.5%;
- moratorium on scheduled and unscheduled inspections.
An additional package of measures to support the affected sectors, enterprises and in general to increase the sustainability of the economy will be published soon.
